Tuts help show you how to string things together to form an image. Before you do that, though, you need to figure out what everything does. For this... you have to do it yourself.

Little tip: Create a new document. Filter>Render>Clouds. Use that to play with filters. It makes it incredibly obvious what each filter specifically will do to an image.
