I'd check with the ISP first Because the speeds he is getting we'd expect to see form a laptop connected wirelessly, but for a wired desktop to perform like that - it's either the connection on the desktop, or the ISP. If the ISP are marketing #mb, they'll stand most chance matching it on a wired desktop.

Try different SpeedTest servers. Sometimes it is the server you are testing with and not your connection. I ran into that problem last week. Was getting a 200+ms ping, changed servers and got down to 30ms

The issue with his computer getting such a low speed can be any number of things: shortage of RAM, processor being preoccupied with a lot of things, active firewall scanning each packet first, etc.

Yeah, I meant to touch base with what Aleon said. Unless his router is ten years old, wireless is no slower than a wired connection if your signal is strong. In a dorm room where you are surrounded by cinder block walls? Yeah, it might be slower. But in your average home, wireless is just as quick as wired (ok, not technically. But the difference is so minuscule that you can't notice it with your human senses)
