Well hoping aint gonna do much unless you can actually upgrade  In due time he will. It's not a simple just click a magic button and viola. There is a dev process he has to go through to make sure the site looks as awesome as it does now.

There is a dev process he has to go through to make sure the site looks as awesome as it does now. This. v1 is taking quite a bit of time, because I have to figure out all these new clever workarounds to deal with things such as the dynamic loading of pages on the thread listing (have to watch for updates to insert a sticky splitter on demand). So, yeah, that on top of TAing + other work is being slow, but getting there.
