Try looking in the tutorials section for something with "Orbs". I have a feeling that's what you're looking for Or search any good site for tutorials consisting of orbs, you'll find something.

Just use the elliptical marquee tool to draw it. Push shift while drawing to make it even. And then fill it. And there goes your circle. And do some gradient to it then create another layre and draw another circle.
