I like the simplisty of it, and it is very "paint.NET"ish, but the only thing is the banner is very plain. I'd fix that, and then you have a rocking skin.

The text on the banner could be better, the reflection part needs to fade out. Overall it is a bit simple but its nice to the eye and doesnt put you off. Would be nice to have some on/off icons though. The colour scheme is nice as well, would just be nice to see some more detail in it
