Am I allowed to create tutorials here? If so, this would be a good place to practice, so I can become a good tutor for my home forum.

Yes. Tutorials is a sub-board under Code Storage, just post them there. If they are good enough, I'll add them to the index. The placement shall change fairly soon however, because of a new layout I'm planning with the staff.
