The first thing I noticed when the forum loaded is the width of the categories and the banner...it seems to be stretched and it should be downsized, as the banner is not even that wide so there is no need for it.

The design is very uncreative, and not attractive in many ways. The header is very simple, and looks like it was made in paint, also very small. On top of that, the design is unfinished, as there are no on/off icons. As for the head images, they are a bit to much, makes it a bit hard on the eyes, as does the green buttons in the background.

The coding on this forum is nothing special...basic database codes and pre-mades is what seems to be used here.

With that said, nothing about this forum makes it stand out or would give anyone a reason to want to join. The design isn't just simple it needs a lot of work for it to be decent.

Its okay, just keep working. Its a good start, and just keep trying, and do tutorials, because you can't make a good forum without being a really good designer. Skins are tough, especially creative good ones, that are outside the box.
