Yes, 127.0.0.1 is the loopback address. When it's pinged, that packet never even leaves the NIC and goes onto the network. It's mainly used as a means to troubleshoot a networking problem, to see if your have a functioning card or not.

When placed in a web browser, it'll give you the same as "localhost".

He probably had a firewall on, then tried again when "Elch" said his was off, then realized his own firewall was blocking it, so he turned off his firewall, then bye-bye mr. BitchHacker :P :P :P
