ok so i needed advice and needed to ask some photoshop-related questions, so where do i ask these? --- GFX Exchange or the tutorials board? actually i needed help from Scorp.

I think FX exchange would be the most suitable board for a general question.  Edit: Curse my inability to lock threads in this board.

Yep, that'd be the GFX Exchange. Tutorials board is only for submitting tutorials to the site or commenting, asking questions, or something else related to a tutorial already in the board.
