Gordon could cover it by saying that it is an imposter trying to wreak havoc the way that the Joker did. Trying to destroy their sense of comfort now that the Joker is gone. And he is gone for good unless they bring in Harley Quinn to act as his puppet but I doubt they are going to do that now.
