It is pretty good, and I have 2 complaints. One is I can't figure out a complaint, and 2 is the silver is a bit too tacky around the letters. Tone the silver down.

The trick to lighting in skins is to use blurs and blending modes (overlay etc.) - never use the lens flare - it looks weird. I prefer the border blue to central blue - that is kinda boring - its almost flat and has nothing to it really. The menu buttons are pixelated on the border and have a similar blue - no popping out or anything. Banner is flat with text in a font that looks odd - its too huge and I'm not sure what style you're going for. That gray border is a no-no - the light gray and blue don't flow together at all. You've got a ton of work to do on this. Good effort though.
