What is this? What other strange gym equipment have you seen?

Looks like it's just a way to do squats without any aid.

It's called a Safety Squat Bar. It's definitely a lot more popular in the powerlifting community since few other sports would really reap the extra benefits. It's definitely geared towards people with shoulder problems (which makes me want one despite not having a gym of my own) or people who want extra focus on their core work (which, as I said, is going to be a bigger issue with powerlifters than anyone else). Fun fact: guy in the picture has the same shoes as I do. They're wonderful. As for strange gym equipment, I can't say I really know of anything that I would call strange (though there is some stuff that is less popular out there), I have seen some incredibly strange lifts.
