Yea, this is pretty easy and it looks pretty nice after its finished. Ready? ok, open up photoshop.

1/ Create a new file, the size doesn't matter, but i went for 800x600.

2/ Grab the Elliptical Marquee Tool, and draw a shape like this:

3/ Then fill it in with the paint bucket took with any color, i went with orange. :D

4/ You should still have that moving circle thing around your filled in colored circle, click on that circle marquee tool again, and simply move it like this:

When you have done this simply headbutt, i mean... hit delete and watch most of that circle vanish as if it was never there. :'(

5/ Looking good ya? now just click anywhere on the screen or press Ctrl + D to de-select the circle thing. If the layer box isn't up then tap F7, right click on the layer your on and go to duplicate layer, then go to edit -> Transform -> Rotate 90 CW.

And after editing it and adding some nice gradients or something it would turn out pretty nice. >:(

If you think about it, you could even make a website template out of it, lol.. bonus. >:(

Heh, look pretty good, i must say myself. :) I was about to carry on, but i don't think its needed, but i might do a version 2 of this. XP. :P

awesome tut, reminds me of OZ's insignia's tutorial.

Thanks C_J, yea adding some gradients and some bevels and so forth can totally turn the outcome of the appereance. XP

lol, sorry i thought a few people would already know this.. O_o

anyway, as soon as you created a new file, create a new layer (shift+ctrl+n) then carry on with it, lol... sowie. v_v
