How do you add scan lines?

if you already have scan lines for a pattern, then just fill a new layer and over lay them like he said.

If you DON'T have scan lines, then create a new document, 10x10 with a transparent backround, then for scan lines, take the pencil tool on black and move one pixel width in, make a line, skip 1pixel width, and add a line, untill you reach the end of the image. Save that, then define it as a pattern.
