This tutorial is done in PSP X, but I'm sure this is capable with other version of PSP like 7,8 and 9.
STEP ONE: Create a new image, we're going to build the button above, so I'll make my workspace a 200x200 with a transparent background.
STEP TWO: Using the selection tool (press S on your keyboard) set your settings as so:
Selection Type: Circle
Mode: Replace
Feather: 0

STEP THREE:
Create a circle towards the left side of your workspace. Then while holding the SHIFT key down, create another smaller circle next to it. It should look something like this:
STEP FOUR: Set your foreground to the GRAY Gradient, Angle at 0, Repeat at 0, and the Invert button UNCHECKED.
Press okay.
STEP FIVE: Press the "F" key on your keyboard, or click on the flood fill tool. While your circles are still selected, fill in the circles. Your work should look like this:
STEP SIX: Go to Selections --> Modify --> Contract. Set your pixel to 4 --> Ok
STEP SEVEN: Go to layers --> new raster Layer --> Ok.
STEP EIGHT: Click on your foreground gradient, and this type CHECK the invert button. Keep all other settings the same. Then using the floodflill tool, fill your selection. Your work should look like this:
