Actually, DNF will be released for the Phantom in 2054, when both will be released. Afterwards, four horsemen will reign terror on humanity from above, but not before a pretty intense online multiplayer session.
But yeah, as of right now, a PC game.

Phantom definitely sounds like a next-next-gen console system name.  Hopefully this video means they've at least got the rendering engine done.
