Before:  After:  Hi this is a tutorial of how to make a watery effect on a stock picture. 1 Create a blank working area of any size. Mine was 136px × 180px. 2 Find a stock image off the internet. Google ImagesYahooAsk.com3 Copy and paste your chosen image from the internet. I chose the iPhone. 4 Start by smudging the the sides and bottom edges going downwards as shown. 5 Stay on the smudge mode, but change the brush to confetti, and brush at the top of the stock image.
